Purpose
To further support the holistic development of Macao's higher education students, encourage them to study abroad, and broaden their international horizons, the Office is launching the "2013 Macao Higher Education Student International Student Identity Card Plan." This allows students to enjoy ISIC services and benefits worldwide.
Eligibility
- Students enrolled in higher education programs (including bachelor's, master's, and doctoral degrees) at Macao higher education institutions, both local and non-local.
- Macao students enrolled in higher education programs (including bachelor's, master's, and doctoral degrees) at institutions outside Macao.
Key Dates
- Application Deadline: November 15, 2013
- Card Validity: From the date of issuance until December 31, 2014
- Payment Deadline: November 20, 2013
Application Process
- Register online on this webpage.
- During registration, fill in personal details and upload the following documents:
- Copy of Macao Resident Identity Card / Passport (File type: JPEG, max size: 1024 KB)
- Copy of Student ID Card (must include personal details and validity date page) (File type: JPEG, max size: 1024 KB)
- Photo (Passport-sized)
- File type: JPEG
- Max size: 1024 KB
- Recommended size: 1.5 or 2 inches
- After completing online registration, the Office will immediately send each student an independent account via email to check their application status.
Payment & Collection Locations
Students can choose one of the following locations to pay and collect their card during office hours:
- Higher Education Services Office (Location Map)
- Student Affairs Department of the enrolled institution (for Macao higher education students)
- Macao Students' Union Overseas Studies Centre (Location Map)
Note: If choosing the Macao Students' Union, students must bring their Macao Resident Identity Card / Passport, Student ID Card, and one photo to collect the card immediately after payment.
Payment & Collection Schedule
- Students can pay at the chosen location starting from the second working day after completing online registration.
- After payment, students can check their application status on this webpage; collection takes approximately 2–4 weeks.
Fees
- Local Students (holding a Macao Resident Identity Card): MOP 20 per card
- Non-local Students (not holding a Macao Resident Identity Card): MOP 60 per card

Important Notes
- Applications without payment by the deadline will be considered invalid.
- Students must keep their card safe; lost or damaged cards will not be reissued.
- After online registration, students can authorize someone else to pay and collect the card, but an authorization letter is required (Download here).
