Purpose

To encourage university students to unleash their creativity and peer influence through a short film competition, enhancing the understanding of the Constitution of the People's Republic of China among Macao residents, particularly students. The aim is to foster a correct understanding of the relationship between the Constitution and the Macao Special Administrative Region Basic Law, and between the Constitution and Macao, laying a solid foundation for the smooth progress of the "One Country, Two Systems" principle.

Eligibility

Participants must be students enrolled in higher education programs at local Macao institutions, or Macao residents studying in higher education programs outside Macao. Teams of 1 to 6 students can participate, with at least two-thirds of the team members being Macao residents. Teams can be freely formed from students of different institutions. Each team may submit only one entry.

From now until October 22, 2017.

Competition Requirements & Arrangements

• Theme: Entries must be filmed around one of seven assigned themes related to the Constitution of the People's Republic of China, allocated by lottery. The seven themes are:
  • The Supreme Status of the Constitution
  • Respecting and Safeguarding the National System
  • The Constitution as the Fundamental Legal Basis for "One Country, Two Systems"
  • Safeguarding National Unity and Security
  • The Relationship between the Central Government and the SAR, and the Central Government's Overall Jurisdiction over the SAR
  • Fundamental Rights and Duties of Citizens
  • National Symbols
• Registration: Teams must complete the registration form, team member information form, and upload valid student ID information on the designated website during the registration period.
• Theme Allocation: A lottery will be held on the morning of October 23 at the Higher Education Services Office to assign themes to eligible teams.
• Submission Deadline: The completed short film and a brief introduction must be submitted by November 22, 2017.
• Submission Methods:
  • Burn onto a DVD and deliver to the Macao Student Centre or the Higher Education Services Office.
  • Upload to a cloud storage service (e.g., Dropbox, Google Drive, Baidu Cloud) and email the download link and access password to [email protected].
• Film Specifications:
  • Language: Chinese or Portuguese, with Chinese or Portuguese subtitles.
  • Duration: 3 to 6 minutes (including opening and closing credits).
  • Format: MP4, minimum resolution 1280 x 720p.

Awards

• Gold Award: MOP 20,000 cash prize and trophy.
• Silver Award: MOP 15,000 cash prize and trophy.
• Bronze Award: MOP 10,000 cash prize and trophy.
• Most Creative Award: MOP 3,000 cash prize and trophy.
• Best Screenplay Award: MOP 3,000 cash prize and trophy.
• Online Supreme Award: MOP 3,000 cash prize and trophy.

Judging Criteria

A panel of up to five members, including representatives from the organizer and local professionals, will judge entries based on:

• Relevance of theme and content: 40%
• Expression and production skills: 20%
• Creativity: 20%
• Overall watchability: 20%

The Gold, Silver, and Bronze awards will be determined by the panel. Other awards will be selected through public online voting.

Results Announcement

Results will be announced on December 4, 2017. Award ceremony details will be announced separately.
