Purpose
To further support the holistic development of Macau's tertiary students, encourage international exchange, and broaden global perspectives, the Higher Education Services Office (GAES) launched the "2015 Macau Tertiary Student International Student Identity Card (ISIC) Plan." This initiative allows students to access ISIC services and benefits worldwide.
Benefits of the ISIC
- The only internationally recognized student ID card endorsed by UNESCO.
- Access to over 42,000 global discounts on airfare, train tickets, bus passes, ferry tickets, accommodation, dining, shopping, and entertainment.
- Free or discounted entry to museums, concerts, and cultural activities (e.g., London Eye, Empire State Building Observatory, Broadway shows, National Palace Museum in Taiwan).
- Discounts on online book purchases.
- Special offers on Microsoft professional software downloads.

Eligibility
- Macau and non-Macau students enrolled in higher education programs (Bachelor's, Master's, or Doctoral degrees) at institutions in Macau.
- Macau students enrolled in higher education programs at institutions outside Macau.
Key Dates
- Application Deadline: October 30, 2015
- Card Validity: From date of issuance until December 31, 2016
- Payment Deadline: November 6, 2015
- Collection Deadline: July 31, 2016
Application Methods

Online Application: Apply via the dedicated webpage. Applicants must fill in personal details and simultaneously upload the following documents:
- (Macau Residents) Macau Resident Identity Card; (Non-Macau Residents) Passport or Travel Permit.
- Copy of Student ID (must include personal details and validity date).
- Photo (1.5-inch or 2-inch passport-style photo).
- Note: Files must be in JPEG format and 1024 KB or smaller.
- Upon completion, GAES will immediately email a personal account for tracking application status.

Roadshow: Apply in person at specified times for instant registration, payment, and card collection.

Paper Form: Download the application form, complete it, and submit it along with required documents to the "University Student Centre" under GAES. A personal account will be emailed upon document review.
Payment & Collection Locations
After online application, students can choose one of the following locations during office hours:
- "University Student Centre" under GAES.
- Designated locations at their respective institution (for Macau institution students only).
- Macau Students' Union Overseas Studies Centre (Macau).
- Note: For applications at the Macau Students' Union Overseas Studies Centre, instant payment and collection are available, but applicants must bring the original ID/Passport/Travel Permit, Student ID, and one photo uploaded during application.
Collection Timeline
- Processing takes approximately 2–4 weeks after payment. Check status via the "Application Status Inquiry" page.
- From the notification date until June 24, 2016, collect at the chosen location.
- From June 28 to July 31, 2016, collection is only at the "University Student Centre" under GAES.
Fees
- Local Students (holding Macau Resident Identity Card): MOP 20 per card.
- Non-Local Students (not holding Macau Resident Identity Card): MOP 60 per card.
- Note: These fees are specific to this plan.
Important Notes
- Failure to pay by the deadline will invalidate the application.
- Lost or damaged cards will not be reissued.
- Applicants can nominate up to 2 authorized persons during online application to handle payment and collection. Authorized persons must present the applicant's ID copy and the application documents.
- Failure to collect the card by the final deadline may affect eligibility for future plans under this scheme.
- If a Typhoon Signal No. 8 or above is hoisted on a Roadshow day, the event will be cancelled automatically without further notice.
